The second meeting of the project expert group “Promotion of investment opportunities and cooperation between small and medium sized enterprises through development of cross-border ties in the Carpathian region”

 

On June 27, 2014, an expert group meeting was held in Ivano-Frankivsk, in the framework of a project “Promotion of investment opportunities and cooperation between small and medium sized enterprises through development of cross-border ties in the Carpathian region”, which is realized by the Association of Economic Development of Ivano-Frankivsk in partnership with the Development Centre for Small and Medium Sized Enterprises Maramures (Romania) and Department for Implementation of Economic Reforms, European Union Integration, and Investments of Ivano-Frankivsk Regional State Administration in the framework of the Hungary-Slovakia-Romania-Ukraine ENPI Cross-border Cooperation Programme 2007-2013.
During the meeting, Maria Kovaliv – Vice-chairman of the Board of the Association of Economic Development of Ivano-Frankivsk, project manager, familiarized the meeting participants with the implementation of the project “Promotion of investment opportunities and cooperation between small and medium sized enterprises through development of cross-border ties in the Carpathian region”, as well as with the results of analytical research concerning the analysis and assessment of investment environment in Ivano-Frankivsk Oblast, and the conducting of sociological research of the study of small and medium-sized enterprises opinion concerning the determination of possibilities, risks and obstacles in investment activity in Ivano-Frankivsk Oblast.
As noted by Maria Kovaliv, today’s topical task of socioeconomic development is the formation of a favourable and stable investment climate for ensuring the investment flow to the economy of the region and accelerated economic growth. The study of economic investment problems has always been in the centre of economic development. Such a situation is caused by the fact that while determining the process of economic growth in general, investments have an influence on all the spheres of economic activity. The aim of the research is to study the investment activity state of enterprises and main tendencies of business development, as well as to determine the possibilities, risks and obstacles in business, and prepare the recommendations to eliminate them. The conducted analytical research is based on the analysis of effective legal and regulatory documents, statistical data from the Main Department of Statistics in Ivano-Frankivsk Oblast of State Statistics Service of Ukraine, official annual reports of local self-government bodies and state government bodies, materials of serial publications and electronic mass media, results of socioeconomic researches, and previous researches conducted by the Association of Economic Development of Ivano-Frankivsk. The aim of analytical research is to study the totality of methods and techniques, with the help of which one can define the state and main characteristics of the region’s investment environment. The subject of research is to give a theoretical and methodological support for the formation of investment attractiveness and favourable investment climate of the region in order to increase its competitiveness, whereas the object of the research is the region’s socioeconomic status. The notion of investment attractiveness of the region is defined as the region’s ability to attract investments, which is formed under the influence of totality of socioeconomic factors. As the factors require a certain level of specification, they are characterized in the research with the help of a system of statistical indicators with different units of measurement. The research gives the characteristics of regional factors, which influence investment decisions and define the quality of the environment, in which the enterprises – subjects of investment, operate. The present research will promote the increase of investment attractiveness of the region, attraction of investment resources, as well as establish contacts with potential investors.
100 respondents – representatives of small and medium sized enterprises – have been questioned during this sociological research, the object of which are certain spheres of enterprises’ investment activity in Ivano-Frankivsk Oblast, namely industry, construction, agriculture, trade and services. Based on collected information, it is planned to make administrative decisions and specific recommendations as to the improvement of investment climate in the region, increase of investment attractiveness of the region’s enterprises, creation of their positive image in the society.
Members of the expert group have worked on SWOT-analysis of investment attractiveness of Ivano-Frankivsk Oblast, examined the rating of investment attractiveness of Ivano-Frankivsk Oblast and successful experience of investment projects implementation (best practices).
Viktor Kuzmyn – associate professor of the Department of Economic Enterprise, Ivano-Frankivsk National Technical University of Oil and Gas, Candidate of Economic Sciences, characterized the rating of investment attractiveness of Ivano-Frankivsk Oblast.
Zinoviy Mazur – Deputy Head of the Department of European Integration and Investment, Department for Implementation of Economic Reforms, European Union Integration, and Investments of Ivano-Frankivsk Regional State Administration, characterized successful experience of investment projects implementation (best practices).
Viktor Petrenko – professor of the Department of Management and Administration of Ivano-Frankivsk National Technical University of Oil and Gas, Doctor of Economic Sciences and Viktoria Debenko – head of the Department of informational and resource support of investment activity and marketing of the territories, “Ivano-Frankivsk Regional Centre for Investments and Development”, expressed their propositions concerning SWOT-analysis of investment attractiveness of Ivano-Frankivsk Oblast.
Vitaliy Didijchyk – director of “Kuvert Ukraine” limited liability company and ”, Roman Shevchyk – business consultant of joint venture “SBEDIF – Business Centre”, characterized competitive advantages of the region, represented in the sociological research.
Members of the expert group expressed their propositions concerning the recommendations and conclusion of the conducted researches, discussed the importance of the project’s expert group activity as a deliberative and consultative body and the implementation of the project measures.
